This MOU is based on the principles of collaboration and equitable sharing of costs and work, subject to each Party’s available resources and 6.ěy Order-in-Council (OiC) 807 dated June 22, 2019, the federal Minister of the Environment is authorized to sign this MOU for and on behalf of the Government of Canada and to provide certain equipment to the Provinces and Territories under this MOU.The federal Minister of the Environment may, pursuant to section 9 of the Canadian Environmental Protection Act, 1999, with the approval of the Governor-in-Council, enter into an agreement with a government with respect to the administration of this Act The Parties wish to continue their partnership regarding the NAPS Program and have therefore agreed to enter into this Memorandum of Understanding (MOU) This collaboration has evolved into a formal agreement with the Parties entering into memoranda of understanding in 20, each for a period of five years ![]() 2.Ěmbient air quality monitoring is an essential component of Canada’s air quality management and research programs.The National Air Pollution Surveillance (NAPS) Program was established in 1969 as a collaborative partnership between the Government of Canada and the Provinces and Territories to facilitate and coordinate collection of ambient air quality data that is representative of populated (urban and rural) areas across Canada The governments of Alberta, British Columbia, Manitoba, New Brunswick, Newfoundland and Labrador, Nova Scotia, Ontario, Prince Edward Island, Quebec, Saskatchewan, and the Northwest Territories, Nunavut, and Yukon (hereinafter referred to as “the Provinces and Territories”) WHEREAS (hereinafter referred to as “Environment and Climate Change Canada” or “ ECCC”) Minister of the Environment MEMORANDUM OF UNDERSTANDING RESPECTING THE NATIONAL AIR POLLUTION SURVEILLANCE PROGRAM The MOU became effective October 25, 2019, and will expire October 25, 2024.
